Maritime transport accounts for around 3% of global greenhouse gas emissions and is one of the most challenging sectors to decarbonise. Existing and upcoming regulations - both international (IMO) and EU (RED III, Fit for 55, EU ETS, FuelEU Maritime, AFIR) - are changing the way ports, ships and the entire logistics chain operate.
However, decarbonisation of the maritime sector cannot be considered in isolation. It requires an integrated approach - building an energy ecosystem that includes:
* RES-powered ports
* bunkering infrastructure for hydrogen, LNG and biogas
* vessels capable of using the alternative fuels
* electricity and transmission networks * energy storage, power-to-X installations and hydrogen from offshore wind farms.
It is this transformation - linking the maritime, energy and industrial sectors - that will be key to achieving Europe's climate neutrality.
In line with the European Green Deal and the Blue Economy strategy, ports, the merchant fleet, offshore and logistics infrastructure are to be transformed into elements of a climate-neutral and integrated energy and transport system. This requires know-how, partnerships and access to finance - and the workshop responds to these needs.

Introduction: Purpose of the workshop and system logic We will start by presenting a holistic approach to decarbonizing maritime transport - not just as a climate target, but as a process integrating ports, ships, offshore, electricity and logistics. 2. EU regulations and policies Discussion of the regulatory framework affecting the sector: RED III - RES share obligations for marine fuels. FuelEU Maritime - CO₂ emission intensity limits. EU ETS - obligation for ships to purchase emission allowances (from 2024) AFIR - requirements for OPS and alternative fuel infrastructure Fit for 55 and Green Deal - EU systemic approach to decarbonisation of all transport Blue Economy Strategy - the role of the maritime sector in the green economy 3. Emissions and the state of the sector - data and challenges. We will present current data on emissions from ports, merchant fleet, offshore vessels and LNG terminals. We will discuss technological and regulatory challenges, as well as the investment gap. 4. technologies and ecosystem elements We will present the technologies needed for decarbonisation: alternative fuels (hydrogen, ammonia, e-methanol, LNG, bio-LNG, biogas), shore-to-ship power (OPS) and its supply from RES, dual-fuel and hydrogen (H₂-ready) vessels, Power-to-X in integration with offshore wind, bunkering infrastructure, energy storage, regasification stations, digital twins and emissions monitoring 5. Funding and support mechanisms We will present the available sources: CEF Transport - AFIF Innovation Fund (ETS) Horizon Europe (technology projects) Interreg Med / Blue Economy EIB and blending instruments We will discuss call criteria, climate requirements, blended mechanisms (grants + loans). 6. Group work - 4 implementation scenarios 7. summary and recommendations Discussion of group results, identification of common challenges and proposals for concrete actions and partnerships at national and EU level.
